The National Student Financial Aid Scheme (NSFAS) has urged landlords not to require a deposit or top-up payment from NSFAS-funded students.

This comes following NSFAS obtained stories about some accommodation companies who demand NSFAS-funded students to pay a deposit or top-up payment in an effort to get use of the authorized private accommodation.

"NSFAS reminds accommodation vendors in the obligatory conditions, as furnished by the Standardised Fixed-Term Lease Settlement between the personal accommodation providers and NSFAS funded students," NSFAS reported in an announcement on Thursday.

The Standardised Fixed-Term Lease Agreement states the lease might be paid out month-to-month for the accommodation provider (lessor) by NSFAS, on behalf with the lessee (NSFAS funded student), in accordance with the NSFAS terms and conditions for private accommodation suppliers’ participation on the student accommodation portal.

"The lessor may not have to have or allow the lessee to pay for a deposit, top-up payments, or another forms of payment to the lessor, or every other person in connection with this arrangement, including payment of hire, whilst awaiting payment from NSFAS. The lessor shall have no recourse against the lessee for any default in the payment of rent by NSFAS," the arrangement reads.

The NSFAS terms and conditions for private accommodation suppliers’ participation on the student accommodation portal also states that: "Where the NSFAS-funded student is defunded due to an incorrect determination by NSFAS, the student will not be chargeable for payment of any arrear rent for the accommodation provider, up until the day of being defunded."
